Fish, burned. Noun first, so the method reads as an adjective — but เผา covers two things at once, and this dish is the second of them: not fish in the embers, but fish inside a salt crust that takes the punishment instead.
The salt crust the whole dish depends on is not in the name; เผา covers salt, mud, a banana leaf or the food's own skin equally (compare กุ้งเผา, มันเผา). You break the crust off and eat what is underneath. Take care with ปลา: it is not ปลาร้า bplaa-ráa, fermented fish, which changes a dish completely.
